Q: solving itunes error 4013?

My iphone 4s has been soaked in water, assuming a plastic bag would protect it, it has been thrown in a pool. It was dried and did not work at all until a week after it was submerged. It turned on and connected to wifi, except it wouldnt find signal. It also kept shutting off when it got to hot. In an effort to save it i tried opened up the back and saw there was corrosion everywhere. I took it apart and cleaned it and no change. I gave up and tried to restore it through itunes, but got an error 4013. I have tried everything short of soldering the logic board. It attempts to restore for one second then reboots to recovery. I have tried every single thing that was simple. I have no experience soldering and re cleaned the logic board 5 times. DFU mode, Pwned DFU, unplugging certain cables, replacing the battery and flex cable. Im using the original charger and getting no where. I have attempted to restore on 3 different computers and everytime using my own and itunes ipsw. Does anyone out there have a fix, im fairly certain this is a hardware issue.
