Even disabling it in Accessibility Control Panel and in the Login Options in Users Control Panel, it keeps speaking over and over. It's disgusting as I'he begin to use headphones.

Are you sure the VoiceOver checkbox stays unchecked after you close the Accessibility preference pane? If it does, do you see the black VoiceOver window on the display?
VoiceOver is unchecked and I don't see this black VoiceOver window... I hear only that voice when there's a system popup like calendar remember, some window not allowing the system to shutdown or when some application needs my attention.
Check System Preferences /Dictation & Speech /Text to Speech and see if the checkbox for "Announce when alerts are displayed".
OMG... didn't see it. I've unchecked that. Let you know if it works.
