If you enable iCloud Drive on your Mac, all files you move to iCloud Drive will be mirrored on your Mac, this will make it possible to access them, when you are offline and also to make backups.
If you turn off iCloud Drive, all local copies will be removed, and you can access the files in iCloud only using the web interface, very cumbersome.
