Thanks for the question. After reviewing your post, it looks like that is the VoiceOver feature in Accessibility. I would recommend that you read these articles, they may be helpful in troubleshooting your issue.
Use Accessibility features in iOS - Apple Support
Tap Settings > General > Accessibility
Use iTunes to restore your iOS device to factory settings - Apple Support
That bump at the bottom of the screen is odd. You may want to restore to factory settings.
