Q: Transfer music into my iPhone library from iTunes, wirelessly?

Welcome to the Apple Support Communities! iTunes can sync your devices wirelessly, however this setting needs to be initially enabled while you phone is connected via USB. Unfortunately, that doesn’t sound like an option since you don’t have a cable:

To answer your second question - Yes, Home Sharing requires each device to be signed in with the same Apple ID and connected to the same Wi-Fi network:
