It still works the same way. If you are using the latest version of iTunes, perhaps you are unfamiliar with the UI. This explains the procedure.

iTunes: Syncing photos - Apple Support

When you launch iTunes with your device connected to your PC, there should be a rather generic looking icon in the upper left portion of the window that looks like the outline of an iOS device. Click on that in order to select your device. After you select your iPad, it should look pretty much like what you have seen in the past.

What you do not see here is the icon of the iOS device, but it will appear to the right of the 3 dots.

Hi Demo,

Thanks for your assistance however, in the first link you posted on how to sync photos my iTunes layout is nothing like that and has no menu items running along top like that. If I click on the device symbol to the left as you describe and then click on the photos folder my folder is empty and it simple says "iCloud photos is on" and says basically that I can access my photos via iCloud but I cannot work out how and where to do that.

I am totally frustrated that Apple can design a beautiful intuitive easy to use product but then provide an application to manage everything (iTunes) that appears to have been designed by some lunatic high on crack cocaine. I never could get my head around the original iTunes and that's before they messed it up further and set up yet another app called iCloud just to complicate things further.

All I am trying to do is to transfer some photos in a folder on my windows laptop onto my iPad. How difficult can that be?

I have been transferring photos with iCloud Photo Library from my Mac I also have transferred some from my PC the same way. Turn on iCloud Photo Library (beta) on your Air 2 (In iCloud settings) If you have photos on the iPad it will begin to upload those to the cloud Which might take a while , but I think you can go ahead and start downloading from the PC. On your PC go to icloud.com and log in with your Apple ID. Open the photos app. The app has an upload function that you can select files from your PC, but I found it easier just to open your folders with the photos and select and drag and drop the photos onto the Pictures app window; photos should immediately start uploading to the cloud and then they will download to the Air 2 (I think you need a wifi connection for them to download). You can continue to add more photos while it's Uploading. There were a couple of times that the app crashed on me, so I usually didn't transfer more than 150 at a time. Also, it often seemed to take longer than it should so I would just start the process and then just leave and let it do its thing rather sitting and waiting on it.

If you want the full resolution photos on your iPad make sure you select the option to store full resolution photos rather than the option to optimize storage. Full resolution images will always be in iCloud.

Of course you can transfer photos from PC to iPad Air 2 with iTunes. Before you begin the transfer, you should organize all photos you want to transfer to the same folder. And then just connect your iPad to your computer. Once it has detected, Open iTunes and select the "Photos" tab. Check the "Sync Photos" box at the top. From the drop-down menu next to that, select the folder created before to sync the entire folder of pictures.
