how do you get family sharing to use kids redeemed iTunes vouchers before collecting from parents credit card

You would need to add the iTunes Gift Cards on their devices or Apple ID. Once that is done, they should be able to make a purchase and pay with their iTunes credit first and what ever is left over will go towards your payment information. I have family sharing, however children have received iTunes vouchers for Christmas and redeemed under their own IDs, however purchases still only can go through to my credit card
