No. Apps for Mac do not run on iPad. The same is true of iPad apps. They cannot run on Mac. Different Operating systems.
Unless the developer of the App offers a code to get an iPad app in the purchase of the Mac version or something like that, you would indeed have to purchase the iPad version separately.
