    Hi xxcampbell97xx,

Welcome to the Support Communities!  Is it possible that you have deleted photos, but not removed them from the Recently Deleted album in the new Photos app on the iPhone?  I'm just wondering ...

See how much storage you've used on your iPhone, iPad, and iPod touch - Apple Support
    http://support.apple.com/en-us/HT201656

View storage usage on your iOS device

Tap Settings > General > Usage > Manage Storage to see the amount of space each app and its content takes on your device.

    • Photos: Camera Roll contents, Photo Stream, and Photo Library

Tap an app for more detailed information about its usage.

Depending on the app, you might be able to delete some of the app's content, or delete the app and all of its content.

How does iCloud delete photos and videos from iCloud Photo Library?

Deleting a photo or video from your Photos app will also remove the item from iCloud Photo Library and from your iCloud storage allocation. Photos and videos you remove can be recovered from the Recently Deleted album for 30 days. After 30 days, your content will be removed from the Recently Deleted album. Photos are backed up on our servers for up to 30 days after they're deleted from the Photos app. If you need to recover these photos during that time, contact Apple Support.

Organize photos and videos - iPhone
    http://help.apple.com/iphone/8/#/iphf14943e

    • Delete a photo or video from Photos. Tap the Photos tab, tap the photo or video, tap the trash can button, then tap Delete Photo or Delete Video. Deleted photos and videos are kept in the Recently Deleted album on iPhone, with a badge showing the remaining days until the item is permanently removed from iPhone. To delete the photo or video permanently before the days expire, tap the item, tap Delete, then tap Delete Photo or Delete Video. If you use iCloud Photo Library beta, deleted photos and videos are permanently removed from all iOS 8.1 devices that use iCloud Photo Library beta with the same Apple ID.

I hope this information helps ....
