No, there is no charge for the service.
You will be charged for Paying whatever it is you're Paying with it. Apple Pay in and of itself is free.
If you buy a shirt in a store that takes Apple Pay, you will be charged the price of that shirt plus any applicable taxes to your credit card.
Apple Pay will not charge anything else.
Its like using your credit card directly to pay.
Apple Pay is another term for NFC ( Near field communication) which actually replacing your physical card, So there is no fee on the user end

No, that is not correct. Apple Pay is a service offered by Apple and hosted through it s servers. NFC is simply the communication mode between the iOS device and the merchant pay terminal. Apple does not charge the consumer for use of the service, but there is nothing about the fact that it uses NFC that would prevent them from doing so.
As I understand it, they get a small cut of the credit-card companies charge.
