The first thing is make sure that you pick the iCloud account that you want to keep storage for and downgrade the storage for the other account. Once that is done then it is a matter of signing out of iCloud by going to Settings > iCloud ,scroll down to the bottom and tap sign out. Then it is a matter of signing in to the iCloud account that has the storage and you are good to go. The articles below give you more information.

When I go to sign out of the one account, it tells me "all Documents and Data stored in ICloud will be removed from this Iphone." That has me a little scared. What does that mean exactly?

What that means is that it will remove information that is related to that iCloud that was orginally logged in. It will not delete anything from that iCloud account but that information will not be on your iPhone if you sign out. Let me know if that clears that up or if you need more information.
