You can, but it will only work at USB 2.0 speed.

USB 3 is backwards compatible. So even if you don't have USB 3.0 ports you can connect USB 3 devices to it. They'll just run at USB 2.0 speeds instead.
No, it cannot. That was available in 2012 and later models.
To actually find out which version of USB your Mac has go to the Apple Menu

To be correct, you can connect USB 3 devices to it but they will only work art USB 2 speeds (as Phil mentioned).
