how much storage do I need and how do I determine that?

How do you determine how much iCloud storage you need, if you should upgrade? Should I look on my mobile device or computer? If so, where and what should I look for?

iPhone 6, iOS 8.1.2, icloud storage

Maybe this seems obvious:

You need to know how much stuff you want to send into the cloud.

You don’t NEED any, until you define what you want to do with it.
