Q: Battery and screen

I have an iphone 5c and my screen wont let me push the correct buttons or none at all. Also my phone will not charge but i have turned it off and tried to charge it but it wont charge at all and its been up there for the last 3 hours. I have restarted my phone many times. what should I do?
