Try to reset your device, then again try to disable VoiceOver

Device Reset (won't affect settings/data/music/apps/etc)

1. Press and hold (& continue to hold) BOTH the Sleep/Wake button & the Home button.

2. Continue to hold BOTH (ignoring any other messages that may show) until you see the Apple logo on the screen.

3. Release BOTH buttons when you see the Apple logo and allow the device to boot normally.

When your iphone keep talking and you can't do any thing right, I had this problem and when I wanted to select a application I have to hold it first for few second then triple click to it once it selected by box type select button, then how I return to normal mode is as following:

1) Hold to slide to unlock

enter 3 times to get in to unlock

2) make sure you turn your phone from available setting to Airplane mode - then you will have no any reception but it allow you to see all thing under setting,

then go to GENERAL SETTING - select ACCESSIBILITY - click on VOICEOVER - OFF ( TURN OFF )

Once you turn off voiceover then you can use as normal iphone.

And be happy to use it again...

Take care
