my 4S no loinger has the option in mail "all mail" only indivisual accounts

Thanks for the question. After reviewing your post, it sounds like in Mail the All Iboxes is missing. I would recommend that you read this article, it may be able to help the issue.

Edit a mailbox on your iPhone - Apple Support

While you're looking at

Mail Mailboxes

tap Edit.

See if All Inboxes is there to be checked.
