What does "T-mobile Unlocked" Mean?

I am trying to buy a new iPhone 6 and I found an individual that is offering me one? He told me its the gold 64 gb version and that it is t-mobile unlocked? Can someone explain to me what it means by "T-Mobiled Unlocked"? Does it mean that the iPhone 6 is from T-mobile, but it has been unlocked to be used with an carrier with an insertion of the respective sim card (i.e if I insert a att sim card then the phone will work even though it came from t-mobile)?

Probably. Prior to a few days ago, the iPhone 6 was not advertised or sold in the US as "unlocked". However, a T-Mobile iPhone 6 purchased directly from Apple was unlocked and will work with any compatible GSM carrier including AT&T. If it was purchased from T-Mobile, their policy is that they will unlock phones for customers in good standing after 45 days of service on the T-Mobile network.
