Q: downloading iTunes to Windows 7 laptop

I have recently had the "good luck" of having to install a new hard drive on my laptop, so I'm essentially starting from fresh here.  I'm trying to download iTunes.  I click on the appropriate buttons to do so, but nothing happens.  There's no error messages or anything like that, but I don't have iTunes and nothing happens by way of downloading software.  It's strange - the website states "iTunes downloaded" but that is definitely not what has happened.  I'm wondering if there's certain settings I need or something?  I know the IT guy who fixed the laptop for me in the first place (it wouldn't even turn on at first) installed some intense security features so perhaps that's causing the problem.  If only I knew, but there's no error message of any kind so I am at a loss.  Any ideas?  Thanks!
