have had issues with keyboard since i bought the mac air 1 1/2 yrs ago, Best Buy had 3 different times and claims nothing wrong. now warranty is out and upper case of numbers not working at all!

It sounds like you are holding the shift key, but when you press a number the corresponding symbol does not appear. I would use the "Some keys don't work as expected" section of the following article to help determine what might be happening with the keyboard:
One or more keys on the keyboard do not respond
