voiceover toggle switch doesn't work

This is one of 2 accessibility bugs I will be postint today. The VO toggle switch in settings -accessibility-voiceover doesn't work. You click on it and it toggles VO to off but then immediately toggles back to on. There is a workaround. General-accessibility-accessibility shortcuts. I can add VO to the triple push start button and turn VO on and off in that way (nice new feature in ios8--thanks Apple) But the toggle switch bug needs to be fixed.
