I can't take photos on iPhone 5c even with available storage. I've already reset it.

I can't take photos on my camera. I have 11 GB available on my iCloud but the camera says I have to buy more storage. I am paying a 20GB storage per month. I've had reset the phone, but nothing has changed.

iPhone 5c, iOS 8.1.2

The amount of storage you have in iCloud should have nothing to do with whether the camera can take photos.

Check Settings > General > Usage and make sure you have a reasonable amount of free storage on your iPhone. A reasonable amount would be at least 15% of the total available space being free.
