The iOS will NOT automatically delete "other" if the device gets full. That is totally incorrect.
"Other" is basically all of the data and stuff that does not fit into any of the other categories on the device, like apps, photos, music, videos, and so on. It contains Safari Bookmarks and History, Notes, Contacts, Email messages, Text Messages, photos assigned to contacts, cached app data (but not documents themselves) etc. When "other" becomes too large, it can take up a lot of space and cause problems. It should not be more than a few GB at most and for most people it would probably be around 400MB - 2 GB.
IF something gets corrupted on the iPad and "other" grows out of control, you may have to restore the device in order to clear that data. One starting point troubleshooting step for dealing with the problem is to backup your iPad, restore to factory settings and then restore the backup. There are also other less invasive things that you can try first.
A Google search will turn up many articles that talk about how to reduce "other" on an iOS device.

other represents app data. you can't delete manually, but iOS will automatically delete it if your iPad gets full.
Thanks Demo. I had read your earlier response and was looking for an update. I'm working my way through the potential fixes, so far nothing has meaningfully haircut the oversized "other" storage on my iPad. After exhausting those, I may go through the restore process. Go Eagles.
Sometimes, the only way to fix this problem is by restoring the iPad as a new device. I posted all of those links hoping that something in one of them would work for you so that you don't have to go through the process of restoring.
We will both have to wait for the start of the next NFL season now. It can never start soon enough for me.
After dealing with this for more than 10 hours. I realised that there was an album name temp_1 in the iPhoto.
Therefore I deleted the album (I believed it was a corrupted one) and took a bit longer time to empty the trash.
Now the sync went very smooth and the 25 GB other disappeared.
I have tried all fixes...finally restored it...erased the ipad and set it up as a new iPad. Success, until the first time I synced it with itunes now back to 9GB of "other" .
Any suggestions for a fix now??

The only thing to do is start all over again, but this time, add content back slowly and keep an eye on the "other" data. I know this is a painfully slow process, but that's the only way to really find what app or file is corrupt.
Restore as new again, sync a few items only. Check other data, if all goes well, sync a few more items, check other data, rinse and repeat.
On my iPad, "Other" sometimes balloons if I get within a gigabyte of full. Once I delete a few giant movies it sometimes goes back to normal. 🙂
Will try again.... although I do not have any music, movies that I am syncing...just a few apps.

There must be something corrupted that you are syncing and the problem could be with the photos, so syncing a few at a time is a very good idea.
