Q: how do I change my rescue email address (Apple ID)?

I am trying to change my Apple ID and I want to use the email address that is my current Rescue Email address. It won't allow this as they cannot be the same. My problem is I cannot find where I change my Rescue Email address. Any help would be appreciated.
