I don't really understand your exact problem, but let me ask you a question: Do you have an iTunes Match subscription? If you do, your music should be in the cloud, and you can access it by signing into iTunes Match on the new iPad. If not, it won't be.

To be honest Matt I had not herd of iTunes match I have googled since and this may be my solution but what happens if after a year I cancelled my subscrition would I lose music like CDs that get updated.

to try to explain the problem in more laments term it goes like this::

bought iPad Air £650 the highest storage one as I wanted to transfer my entire music library which is on my very old pc to the device as I prevously done with my iPod classic .

for one reason or another syncing was an issue I eventully managed to do this more by luck than skill.

the ipad wouldn't connect to wifi after an update I took it to Apple who replaced it and as it was kept up to date in the cloud the apple guy said just put your password in and hey presto everything would return.

to my horror I tried to do this only to be told that cause when I last updated to the cloud it was using a different io.s system than the replaced iPad i got frustrated and eventully started it from new and could easily retain my apps but not so easy with music.

There are two ways to sync music across your computers and devices (e.g., iPads, iPhones).

One (the "traditional" method) is to connect a cable between the PC or Mac and the device, open iTunes, and sync all or some of your music.

The cloud method requires an iTunes Match subscription ($25/year in the US, £22/year in UK). With this method, you sign up, and all your iTunes music is copied up to the cloud, where it then becomes available on all devices. If you stop the subscription you lose cloud access to the music - however, you should keep a copy of the music in its original location (e.g., the PC you started with), or download everything from the cloud to another authorized computer, to keep a local copy just in case. If you're not sure whether or not you have an iTunes Match subscription active, check your emails from Apple, or just try to sign into iTunes Match on the iPad (Settings - iTunes - iTunes Match) and see if it lets you.

"Device backup" is a separate thing from "syncing". You can back up an iPad to a computer or to iCloud. Much of your information is backed up - however, it does NOT include music. If the Apple representative told you that an iCloud backup would restore your music, he was mistaken.

I don't know if that helps you

Right Matt getting frustrated end now signed up for years subscription of iTunes Match still can't get my library over to my iPad Air.

Does this iTunes Match work wirelessly or do you need to use usb cable?.

I think the main problem lies with my really old pc to be honest .

The procedure is, you sign into iTunes March using iTunes on the computer that has all your music (this sounds like your PC) and you then wait while it all gets uploaded to the cloud. Depending how much stuff you have, and what your network and Internet connection are like, this can take a while (hours and possibly days). Once that's done (and you can see the icloud status of each song in iTunes) you will then see thone songs available on any device that you also sign into iTunes MAtch.
