So the scenarios are either your account was hacked by an outside person or one of your children got hold of your phone and was pressing buttons.

If it was hacked, that's fraud and those charges have to be handled and reported to your credit card company.  You need to change your password right now.

If it was your children, Apple's formal policy is all sales are final.  I have seen similar discussions here and it is possible Apple may reverse the charges but that is purely up to them.

Children should not have access to your iTunes account password.
