i have buy 25$ card.
when i buy app , the app store in my ipod touch ask me a security questions
and i forget the Answers , i didn't see (rest by email) in security questions 😟

The reset link will only show in the Password & Security section of your account on http://appleid.apple.com if you have a rescue email address on your account (an alternate email address is different). If you aren't getting the link then you don't have a rescue email address, and you won't be able to add one until you can answer your questions - you will have to contact Support in your country to get the questions reset.

When they've been reset you can then add a rescue email address for potential future use : Manage your Apple ID primary, rescue, alternate, and notification email addresses
