If you received an email which is not addressed to you specifically by name, claiming to have locked your ID, it is a fake. Do not follow any links in it.
If you cannot log in at the URL above and your ID really is locked, you will have to contact Support. This Apple Help page provides contact information for various countries for security problems with an Apple ID:
