In numbers how do I flip the Y axis on a line graph so it starts with the lowest number at the top?

This is not what you want, but it might get you started.

Formula in B2 of Table 1-1 (and Fill Down)

=MAX(Table 1::B)−Table 1::B2+MIN(Table 1::B)

Now the only thing I can suggest is to use Text Boxes as labels for the Y axis ("hide" the true Y axis by double clicking on it and Format Panel > Axis Labels > White)

There are many good charting programs for the Mac. You can do your spreadsheet work in Numbers and your Chart/Graph making in another app.

Google Charts for Mac and Graphs for Mac. Some have free trial versions.

Don't overlook the Numbers > Feedback channel to register your suggestion for a product enhancement.

Another way to make a Chart in Numbers that hides the fact that the axis is inverted is to use a mono-spaced font, Number System format, and then cover the minus signs with a white rectangle, as I have done here.
