Cant use airplay or airparrot through my laptop?

I have an asus transformer book (windows 8) which is connected to wifi.

My Apple Tv 3 box is connected to the same network but through a ethernet cable.

I can mirror from my iphone using airplay but not my laptop? When i open itunes there is no airplay option.

I also downloaded airparrot 2, but it wont find my apple tv box? theres an option to add a connect code but dont know what that is?

Can someone please help?!
