I just deleted all photos manually from my iPad mini and then unsynced my photo libraries in iTunes but for some reason, under Settings->Usage->Photos and Camera, it states that there is still 3.3 GB of photos in my Photo Library. Does anyone know why my iPad mini is stating this and if so, how do I completely delete photos from my Photo Library?

Go into photos, choose "albums", then "recently deleted". Touch "select", then "delete all". Deleted Photos are kept in this folder for 30 days unless you manually delete them.

you can solve this problem by following youtube video.
Basically, you will to disable time sync and change date back to two years back and go to photo and delete all deleted photos.
Have you tried shutting the iPad off and restarting? That might reset things.
The YouTube video works for most of the lost storage. If you still have some missing, try turning off photo sharing and auto-upload photos in iCloud Settings. This recovered the last gig or so for me. Others report rebooting your phone while the date is set back to before the phone was first used worked for them as well.
I also have this problem but with 13GB.

No photos 9.6GB. I have tried shutting down and restarting the iPad.
That is weird. I'm stumped. It might be worth a try to restore it from backup or restore it as new if you don't have much data to save, but I'm just throwing darts.
