OS X or iOS: Closed Captioning options with VoiceOver?

Is there any way to get closed captioning to be read by VoiceOver (or other speech option) in ANY app on OS X or iOS?


Why? Because if there is e.g. a movie a language you donʻt understand, it could be useful.


There seem to be so few audio narration options currently - I wish audio narration channel was a regular option like closed captioning for hearing impaired (or muted environments).


If you canʻt see the movie, but can hear it, itʻs already a struggle to get many videos or TV to work.

So there is only (or mostly) just the sound - which sometimes leaves a bit too much to imagination.

That looks like a more visible place to start then. - it doesnʻt for sure hurt to have a bit more visibility in some issues.


I guess Iʻm using all the accessibility features way too heavily, since I donʻt seem to even find a way to make Apple Discussions find a place like the Yosemite forum with my own search. (It didnʻt find anything for Apple Configurator either - when searching for something about that app in particular. A little app that works well with VoiceOver, and helps manage iOS device settings).


In UK, some movies have an option for audio narration channel. Thereʻs nothing like that in the US, so an option for CC with VO would a tiny step in that direction until some other feature will work even better.
