Mac OS XUnless there's some hidden story to this question I would think the change would be almost instantaneous barring a few minutes for computers to synchronize with each other.

The question is once you purchase the family sharing option is their a delay before the family members can share itunes purchases? Somebody told me in takes 90 days before a new ID can view purchases !!

The 90 day timer is when you have computer and sign in to re-download media under a different account. I stress the "re"; make sure you take note of that. That is the only time a 90 day timer starts. It doesn't start if somebody signs in to buy new media. Basically no official reason but it is clear it is to stop you from re-downloading media from a friend's account.
Where does it say you have to pay for family sharing?
Sharing purchased content with Family Sharing - http://support.apple.com/en-us/HT201085 - "With Family Sharing, family members get immediate access to each others’ music, movies, TV shows, books, and apps, and can download them to their own devices any time they like.*" "* Not all content and content types are available in all countries. All family members must use the same iTunes Store country or region. Music, movies, TV shows, and books can be downloaded on up to 10 devices per account, five of which can be computers. Apps can be downloaded to any devices the family member owns or controls.

My understanding is that in iTunes on the Mac/ PC the automatic downloads will cause the 'association' that locks to an Apple ID for 90 days. If you leave that option disabled you can sync multiple iOS devices with multiple Apple ID's onto multiple user accounts on the same Mac/ PC. It will backup all iOS apps & iTunes purchases from the device too.
I backup my iOS device with my Apple ID & my mothers iOS device with her Apple ID to the same Mac - the 90 day issue is not a problem so long as you disable auto downloads from the store.
I have not used Family sharing, so I can't discuss that, the tech document treats iTunes match & Family Sharing the same as Automatic downloads.

The problem still exists that after changing the Apple ID on my wife's ipad she can only view the original perchases from iTunes that's why I signed up for family sharing. Since this she can't view any new purchases that have been made my myself as the administrator !! Viceversa its possible hence my suspicion that after changing the Apple ID she can't view new purchases until the 90 day limit??

NotebooksI think you are probably correct & don't know if Apple will lift the restriction. Do you have a Genius Bar in an Apple store near you?

No you are not charged anythng.
90 day limit has nothing to do with Family Sharing.
It has to do ONLY with redownloading previous purchase or using iTunes Match using a different AppleID (not using Family Sharing).

Are you certain Family sharing doesn't activate the Apple ID 90 day lock…

You can see if your Mac, PC, iPhone, iPad, or iPod touch is associated with your Apple ID in the iTunes, iBooks, and App Store, and manage your associated devices. Just open iTunes using your Mac or PC.
When you turn on iTunes Match, Family Sharing, or Automatic Downloads, or when you download past purchases on your computer, iPhone, iPad, or iPod touch, that device becomes associated with your Apple ID. You can associate your Apple ID with up to 10 devices, with a maximum of 5 computers at any time. Each computer must also be authorized using the same Apple ID. You don't need to authorize your iPhone, iPad, or iPod touch.
After you associate a device with your Apple ID, you can't associate that device with another Apple ID for 90 days.
It appears to me that gary warrenfromversmold has activated the lock by creating new ID's for use with Family sharing. Familiy sharing itself will also activate the lock.

But the lock would apply to AppleIDs not included in the Family Sharing.
