It sounds like you have an increasing amount of "Other" storage on your iPhone.
Normally, this category would contain data such as "Settings, Siri voices, and other system data" according to this support article:

Since you have an unexpected amount of data categorized as Other, I'd recommend backing up your iPhone, restoring it to factory settings, and then restoring from the backup.

This will erase the storage on the device, including any content or files that should not have been saved as "Other" data.
