I cannot find iPhone Configuration Utility download at Apple official site, is it being deprecated? If so, what would be the alternate?

Hi,

I know Apple Configurator. Is iPCU being deprecated and Apple Configurator is the substitute?

Does Apple Configurator have a Windows version? iPCU does have.
