I am getting notice while adding my debit card that your payment method was declined app store.
I used my Debit card because it has zero balance to add purpose only.
But app store is saying that payment is declined.
So it means Apple will charge without asking me?
How much will Apple charge and Will that amount be refunded or not, if refunded after what time?

I see that you are attempting to add a debit card as your payment method for your Apple ID. It seems like you are getting stuck on the authorization hold that is required to allow this card for purchases:

After you change your payment information, the iTunes Store places an authorization hold on your credit card.
