Child's account will not log into iMessage

Finally enabled Family Sharing now that our daughter has a phone. She has a child's account we created. Everything works fine, but her child's account will not log into iMessage. Is this by design? Or am I doing something wrong? Her ID is used for email, iCloud, etc. But will not verify on iMessage.......any suggestions? Thanks in advance.

Ok, just an update. Apparently if your phone has never enabled iMessage, and you are on Wifi, it tries to default the enable of iMessage via the Wifi not SMS. Once the phone was outside of WiFi range, the Facetime and iMessage account verified. Bizarre, never even occurred to me to disable WiFi and retry the verification. Anyway, thanks so much for your help FelipeV. It is greatly appreciated. Guys like you and the rest of the awesome Apple community are a real asset to the platform and to Apple users everywhere. When it does not verify, it is usually a carrier issue as the iPhones sends an SMS message which then activates your Apple ID on the iMessage server. Make sure your account is correctly provisioned for the iPhone, and make sure you are using a supported carrier. You can try turning iMessage on and off again to see if it helps. If not, contact your carrier.

I set up a child account on one of our old, unused iPads. New apple ID through family sharing. imessage WILL NOT VERIFY. This is the whole point of setting up the child's account. she wants to be able to text her cousins when at home on wifi. She does not have a phone, so there's no phone number. She has a gmail account and now an icloud email too. WHY WILL IMESSAGE AND FACETIME NOT VERIFY OR ACTIVATE?? this is very frustrating.
