Yosemite Cmd-` shortcut not working. Help?

I cannot switch between windows in Mac Mail. In fact, when in a message, it locks me out of the rest of mail until I save or send. Or I have to go to mission control first.


Also, clicking the command-tilde shortcut is no longer working for any application. I tested it in Finder, Chrome and Firefox to switch tabs. No go. I think it might be related to the Mac Mail issue.


The Cmd-` shortcut is active, I checked.


It's been bugging me for a while now and I have been unable to find any solution after one hour of searching - and that's just today. Does this seem familiar to anyone?

MacBook Pro (13-inch Late 2011), OS X Yosemite (10.10.1)

Never mind. Apparently Mail was in fullscreen mode. I remember checking that a few times but it works now. No idea what I did. I must have been discombobulated. A twitter response made me try again.
And I'm apparently confusing Cmd+` with for instance Cmd+Alt+arrow left or right. It's an automatism that somehow got switched in my brain ... or there's a glitch in the matrix.

Cmd+' in Finder works. I just haven't found a way to switch for tabs in Finder. That seems to need a custom keyboard shortcut.
