Make sure your side switch settings are configured properly:

If all is correct, work the switch back and forth a few times and see if that helps any.
Also try a reset
Device Reset (won't affect settings/data/music/apps/etc)
1. Press and hold (& continue to hold) BOTH the Sleep/Wake button & the Home button.
2. Continue to hold BOTH (ignoring any other messages that may show) until you see the Apple logo on the screen.
3. Release BOTH buttons when you see the Apple logo and allow the device to boot normally.
Check to see if "rotation lock" is engaged. If so, there will be a "rotation lock" icon at the upper right of the screen. You can turn off rotation lock from the control panel or side switch depending on how your iPad is configured.
Mine went loco like that a few days back. Had Rotation Lock set to be controlled with the side slider, to no avail as it totally ignored the control.
A quick Hard Reset, as explained by SergZak, cured the issue.
Thanks to all. I had already tried a reset. However, repeatedly setting the side switch to and from control of Rotation Lock eventually cured the silly thing!
