Q: Bluetooth pairing problem Iphone 6 --> Ipad air 2

Have you tried to reset the network settings?

Settings -> General -> Reset -> Reset Network settings

This will clear all bluetooth pairing and wifi connections.

See if this step will allow the devices to be discovered

Not sure what you did to pair before.

But generally iPads and iPhones cannot pair to each other except for Personal Hotspot internet sharing. There is no other supported profile for pairing iOS devices between themselves over bluetooth.

Most BT usage is done through the Apps that require it. Pairing is never involved. 

Perhaps if you explain exactly what you want to accomplish we can help.

What happens if you connect over Wifi instead?

Problem also exists between iPad and Macbook Air. These you cannot hotspot to my knowledge, so this is not the problem.
