Connecting 2 iPads via Bluetooth

A teacher is attempting to use an app called Q-Interactive Assess. The instructions state that the 2 iPads need to connect via bluetooth with both having the same bluetooth name. They have connected sporadically, however they will lose connection at any given time and then are unable to "see" each other. I have already taken the troubleshooting steps with bluetooth issues, and this hasn't helped. She is using new iPad Airs. Thank you.
