"Instagram" app does not appear when I search for "Instagram" in the App Store on my iPad 2 WiFi 16GB with IOS 8.1.2. It did not appear in the search before I updated to 8.1.2 either. Any help is appreciated!

Do your search for instagram and after the results in the top menus on the left side tap on the blue down triangle next to the words "iPad Only" and change it to "iPhone Only". Instagram will show up, it does not have an iPad version.
settings>itunes & app store> tap apple id > sign out
settings>general>reset>reset all settings
once it restarts go into settings>iTunes & app store>sign in
and then try again

Thanks for trying to help, I already tried that and the person said that it would cost $149.00 since the device's warranty has expired, it's not worth that just to get Instagram on the iPad--he said there was a glitch and that he could solve the problem--but didn't say where the glitch might be.
You tried what? Who told you that you would need to pay $149.00. That sounds as if you had the Genius Bar check the device and something is wrong with it? What did you do? Again, a search of the App store would not be affected by a "glitch" in a device. What about searching in iTunes for the app, downloading it on the computer and sync it to the iPad.
So you can see it in the App store on your computer in iTunes? Are you looking at the same App Store on the iPad? Do you have Restrictions turned on? If the app is available in the App store for that country, I am not aware of a glitch on the device that would not make it available if you are signed into the same App Store on the iPad.
you definitely contacted a scam website. apple would not charge you $149 just for phone support. just for for future ref. if you are out of warranty apple gives you the option to set up a pay-per-incident phone agreement for only $29.

I have never had Instagram on this device before.
can't really think of a reason why you can't locate it you may want to get in contact with iTunes store support
Is it possible that you are located somewhere that Instagram is not available at? Where are you located and what iTunes App Store? Someone else might be able to compare then.
Instagram is available here, I had it on another iPad and it's on my iPhone 5s. It is just the App Store that is on the iPad.
