Yes, that's what I explained in this very thread back in January of 2015.
However what I don't understand is that when I flip the sound option to on I still don't get a sound! Unlike gmail which will at least give you their default sound which is almost as dumb as no sound.

Which sound option? Are you talking about an option within a particular app? Are you saying you don't hear a sample of the sound? That's something you'd need to take up with the app developer.
The following apps include an on/off notification sound option some of which may work but for certain many don't as I repeatedly miss notifications unless I happen to notice them on the lock screen, particularly annoying in the CBS fantasy baseball app.

All apps that support notifications allow sound. You select that in Settings>Notifications><app name>. However, that doesn't mean that you can adjust the particular sound. That is done from within the app itself.
The fact that you didn't notice the sound could mean a number of things, including that you just didn't hear it. You may also have Do Not Disturb enabled. You might have the volume turned down.
Settings>Sounds Tap on the items you want to change and select the sound you want.
I did that prior to posting. I see nothing there for "Push Notifications".
Push notifications for what? Mostly, people seem to mean email when they say that. If so, select Mail. If you mean something else, select that. There is no single, overall alert setting. Some apps have their own alert sounds which, sometimes you can change and sometimes you can't.
Searching the Internet, I found a solution that involves installing special software that I do not want to do.
I also found a procedure shown below. The problem is, that switch and selection ( Notification Sound) does not exist on my iPhone.
The current sound I appear to be getting is the Tri-Tone. I find this hard to hear and I usually miss it, I was looking for something louder. Sadly, the Android version of this app has the notification sounds changeable.

Which iPhone are you using? Which version of iOS? I've had that setting for as long as I can remember. I have it on my current iPhone 6 with iOS 8.1.2. It's under Settings>Notifications>Messages. However, it's also the same thing that's under Settings>Sounds>Text Tone. If you miss your text alerts, you may want to change the number of times you get alerted. Settings>Notifications>Messages>Repeat Alerts.
I'm sorry. I should have explained better. This is a non-Apple app, part of our home automation system. When I follow the procedures described above I can only turn the sound on or off, I cannot change the sound.
Apparently, someone has figured out a way to change ANY notification sound regardless of how the app was originally written. But I am unwilling to install certain software on my iPhone.
As I mentioned, not all apps give you the ability to change the sound. The only app I know of that does that in the Settings>Notifications is Messages. Some third party apps allow you to do that within their own preferences. If they do not, you're stuck with what they give you.
Extremely frustrating. Especially since the option does exist for the same apps in Android. I'm sure these are not Android apps either , but still Android gave them the option to update the sound!

No, the Android OS didn't give them that option, the developers of the app did. Why they chose to do it on Android and iOS is something you'll need to ask them.
