A1299 and A1399 chargers

Why can't I use 4s charger a1299 to charge iPhone 6 supplied with a1399 charger ? Both chargers have same spec , but iPhone 6 seems to have a mind of its own ( even ringing people while sat untouched )when used with old charger . Just curious , thanks in advance
