It might cost you calling fees to call to your originating country, especially since service providers have special phone numbers, so you might want to ask a relative to call it for you, but you will need to give that person the phone's EMEI. you can find this number in the iPhone's settings.

contact the Carrier who currently has a lock on your iPhone and find out their terms etc for unlocking indeed whether they do offer to unlock iPhones
