Can I change new iPhone without FaceTime to the one with?

The prevailing wisdom is that FaceTime is not installed in phones sold in a few Middle East countries - UAE being one of them

What you can try - nothing to lose - change the region to your current location - both in settings and on iTunes

Then restore as new and see if that helps

It has reportedly helped a couple of people but general verification is unknown

Or you can return the phone

How log ago did you get your current device?

If you have access to a store - you can go in and talk to them - no harm in that

No. It won't help so don't give him any false hope. Facetime is PERMANENTLY removed from all iPhone sold in UAE and KSA, regardless of where you are and how often you restore.

Apple will only exchange it if it is not working.

They will only exchange it for the same device model #.

It works fine and they do not sell Phones made for Dubai in Switzerland so they will not exchange it.
