An account needs a payment method, even if you are not going to use it.

You can create an App Store/iTunes account without a payment method as instructed here: Create an iTunes Store, App Store, or iBooks Store account without a credit card or other payment method - Apple Suppor…

You don't have to pay anything for it. The credit card will not be charged at all when you download Yosemite. The credit card is required to establish the account at the App Store, not to actually purchase Yosemite. You seem incapable of understanding the difference.

there is monthly fee on every credit card that you pay even if you dont use it and also that card aint FREE to get every where . So its clear to me they dont want ppl using their products when it been made too hard to do a simplest thing ... to me max safari is 5,3 and whats the version now 6,? or what i had huge problem with FB with Safari so wanted to upgrade but ... OK .. they dont want me to do so then why even bother ... separate upgrade page would be better than store you cant even access ... nama a shop that wants you credit card before you even step inside ?

I don't pay a fee on any credit cards I have.

Contact App Store support and ask them why you cannot set up an account in accordance with the link I posted above.
