Blue Spinning Circle When Downloading Apps

This just started a few days ago. Every time I try to download a new app, The blue progress circle just stays there, stuck, and no icon appears on my homepage. Also, the updates page just stays at "all of your apps are up to date" which Is not true. I've tried resetting (Home button and power button at the same time) and I've tried killing all of my running apps then resetting my phone. I'm also on iOS 8.1.2. I have also tried signing out of my Apple ID, and disabling Automatic Downloads. Syncing with iTunes does not work as well. Any help would be greatly appreciated!

Same here. It says "All apps are up to date" but the application icon has a badge. Also even if I go to Purchased/Not on this iPhone, and select any app that has already been purchased, I see the same behaviour.

Anyone got any ideas?

Ah, I've heard that one specific app prevents downloading other apps, but I have deleted all the recent apps (before this bug appeared) and that still did not fix the problem.
