Q: how can I activate my phone?

My phone died yesterday so I put it to charge. when It turned on an white screen popped up saying "Choose A Wi-Fi Network" there's no Wi-Fi where I'm at, but I was able to use my phone without Wi-Fi. What Should I Do To get Into my phone?
