Do you have an Exchange email account set up in the Mail app ? If you do then it's possible that the account administrator has removed it

I also noticed that you don't have a Passcode option on the left-hand side of that screen, which should be between Sounds and Privacy. Do you have to enter a passcode to access the iPad ?

(I've asked the hosts to remove the screenshot from your post as it includes your account id on it.)

Companies quite often using Microsoft Exchange for their email system, and depending upon how they set up the system they can restrict things on iPads e.g. they could stop people installing apps, force a passcode to be used for security reasons. But if you are only using personal email accounts on your iPad then that can't be causing it.

And the iPad is yours (not provided by work) ? Store demo iPads also have a restricted version of iOS

If you connect the iPad to your computer's iTunes are you able to install apps from there ?

Demo iPads are used in stores as demonstration models, they have a special version of iOS on them which has some functions removed e.g. preventing apps being downloaded, stopping a passcode being set - which is why you aren't getting the Settings > General > Restrictions (and Settings > Passcode settings) and can't install apps directly on the iPad.

As far as I know only Apple can potentially put a 'proper' version of iOS on it. Is there an Apple store nearby that you could make a genius bar appointment at, or could you try getting a refund from the person that you bought it off ?

You could try contacting Apple, either via the iTunes support contact page : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page

Or via the 'contact us' link at the bottom right of every page on here.

But as it's a demo model they may not be able to help, the iPad should not have been sold, they are only for use in stores for demonstration purposes.
