How so I succesfully download and install the Enhanced Quality voice?

I believe that is not applicable to the iPhone 6/iOS 8, it is already there.

That's what I thought but she sounds like the old iOS 7 Siri. I used to have the enhanced (iOS 8) on my iPhone 5 then she it went back to normal, maybe because my storage was full. I had a 16GB. Now I have a 128GB and she hasn't downloaded or anything. My dad recently moved over from Android and his seemed to have it.
Speak selection and speak screen work fine. They have the Enhanced voice
